They are a bit tricky- if you break them installing, they fall in the  
wall- and they arent cheap- but anchors like that do indeed work, and  
often they work when nothing else will.
Powers/Rawl/Redhead has gotten a lot of my money, for concrete  
anchors, toggles, and the like, but the metal is all still hanging up  
there.
