For a 1/4" lap weld on what? If you want to put a 1/4" pass on say 2 pieces 
of 1/4" plate, 250 amps would probably burn a hole in it with stick.  You 
might put a 1/4" weld with one pass with say jet rod but I'm guessing the 
amps might approach 160-175 max. There are many ways (processes, materials 
etc) to put a 1/4" weld on whatever thickness steel but none of them involve 
250-325 amps.
