I wasn't sure if the question was "what does dress the hammer mean?" or "why dress it after tempering?".
I'm a bit of a "literal thinker", so I aometimes get confused.
I'm also old enough to decide things for myself. So I chose to answer
the first, mostly because I thought I could.
I consider myself an experienced beginner, and not completely worthy of offering advice.
However, as I had recently spent a Sunday night surfing, and one my destinations was
the ABANA educational sites, where there was some information about
dressing your hammer. About 1/3 of the way down this:
http://www.abana.org/downloads/controlled%20hand%20forging/CHF_11_part2.pdf
you'll find some information about dressing your hammer.
I hope I was able to contribute as least something...
I'll leave the global warming question for Al Gore.
