I had the same problem when I wanted to bolt down a few fixtures in the 
driveway, but remove them when not in use.  The standard concrete anchor 
is a stud that would stick up and be  a hazard to tires and feet when 
not in use.  I found an anchor style that is an expanding/wedge that 
incorporates a thread.  Look for "female wedge anchor" on the following
