Have you thought of installing a sprinkler system?  The parts are not that
expensive.  The thing here in the west is that the fire department will not
recognize a sprinkler system unless it was installed by a company with a
registered hydrologist.  But the code book that you can not see has all of
the tables in it to build your own.  He good thing about a sprinkler system
is that if you do have a fire you still end up with a building with a little
water damage.  Water damage can be recovered from much easer than ashes.
