Phil,
I have made some punches and handled hot cuts from H13. All I do is
heat them up past forging temps and let cool in air. No tempering.
Works okay for me but awhile back on the old junkyard site "Grant"
(Sarver I think) had a more involved method. If I remember right he
annealed the tool before heating to quenching temp. May also have had a
tempering step?
I haven't seen you around any of the internets lately.
