For an ABANA conference, there's no need to draw crowds.  But you do need facilities for those who attend.  College campuse were chosen because of dorms and food service.  I agree that food service should be  by private contractors.  Accomodations, however, would have to be considered.  

Some fairgrounds could easily accomodate camping; others could not.

But I expect a majority of folks will want a motel room or the equivalent.  Again, some fairgrounds are near such facilities, and some are not.  The NJ State Fairgrounds is in a summer resort area in the NW corner of the state.  There's NOTHING real close by, but there are motels withing perhaps a 10- or 20-minute drive.  Still, this particular fairgrounds would probably be unsuitable.  

Who can speak up for other states?

And if you look at the county fair grounds of counties immediately 
around a large metro area they are usually cheaper, fairly large and 
close enough to keep the "civilized" amenities available for those 
that can't live without.  If you keep to within an hours drive of the 
city then you can draw on the metro area for day crowds.
