Hmmm,
The plantar ligament runs from the ball of the foot to the heel.  When you walk, blood vessels between the ligament and the bones are squeezed, which pumps blood up your leg.  It's a very powerful pump, comparable to the heart.
I wonder whether there's a problem with yours.
On the other hand, if there were, I'd expect the problem to be swollen feet, not poor circulation.  But what do I know?

I have a problem with my foot. If I walk much it
begins to hurt. If I ignore it and continue (so I'm
stubborn) it will go numb. After several doctors
misdiagnosed it I finally found out it is poor
circulation in that leg. 

I tell you all of this just to say that you are your
own best physician.
