that popular a notion as I recall.  To be useful it has to be overseen 
and administered by someone.  In the USA, the only organizations that 
might be able to fill the bill were ABANA and NOMMA maybe.     People 
here get their panties in a bunch over allowing the ABANA board to 
administer the lunch menu at a conference, so I can't see them much more 
excited about ABANA judging their skill levels.    ABANA did set up a 
journeyman program, with skill levels required that can be seen here:

So that at least could help you judge whether you have earned the 
journeyman title.
