Some guesses -- 1095 or maybe 5160 being two of the most common spring 
steels.  1095 would be the cheapest 5160 more expensive.  Spark test it, do 
you have some know W1, water harden drill rod to test against -- if it is 
1095 it should look just like W1.  5160 will show more color, not so white 
and less carbon.  Another test is to heat to above critical and quench --  
without tempering the 1095 will be as brittle as hell -- the 5160 less so. 
The 1095 will shatter if quenched in water without a temper and hit with a 
hammer (soft blow) on the anvil.  5160 may too but it not quite so brittle 
in the as quench state (without tempering).  In use the 1095 is an water 
hardening steel and the 5160 oil hardening -- but in the very small cross 
section you have -- both can be quenched in oil.  Hay-rake tines are 1095 
and something else you could use to compare a spark test.  Don't have any 
hay-rake tines -- you can buy a replacement one for about a buck at a farm 
supply store.

By the way it well could be a garage door spring -- the type that is wound 
tighter in torsion around a tube located above the door rather than the type 
at the end of the tracks.  The torsion type are about the size you suggest.
