Dave,

I have had very good experiences with heat treating other steels by
following the directions from Diehl Steel and Crusteel (UK).  The
Crusteel site doesn't show 4140 specs so they might not sell it, but
Diehl Steel has a nice description of their two 4140 offerings here:

I usually print out the sheets I need and take them to the shop.
