Make a thing that looks like a huge mallet: head the size of an oil
drum, handle 10' long or more and sturdy. Ring on the end of the
handle.
Stand the "mallet" next to the stump with the handle vertical. Loop a
chain around the handle, down over the drum and around an exposed
root. Hook your tractor, ox team, winch, pick-up or come-along to the
the ring on the end of the handle and pull it toward the ground.
You get about a length-of-handle:diameter-of-drum mechanical advantage
and convert your horizontal ox/tractor/winch force into a vertical one
on the stump.
The colonial ones were made from a piece of 3' diameter tree trunk.
Whatever you use obviously has to be sturdy. Oil drum full of
concrete with a 3" pipe handle through the bung hole? Whatever.
