Spamcop is a PITA.
They will block an entire server and all of its traffic if abuse is 
reported from it.

Then unless your isp specifically whitelists the server, which is 
"identified" as a known spammer it just disappears from the net as far 
as your isp is concerned.

When one of the servers that my isp uses was blocked ,and about one in 
ten of my emails were being blocked, I contacted my isp to ask what was 
going on.
 I was told by my isp that Spamcop was willing to release their server 
for a rather substantial fee, which they refused to pay. They suggested 
that I contact each of the parties that was blocking my emails , so that 
they could contact their isp's to have the server whitelisted.

It is rather like shooting the mailman every other Tuesday.
