Focus on size, work table, chuck and motor.

Most of them have multiple pulley drive belt speed changers.

If you want to stay US go used and you can buy at least a 16", but 20" would be better for around $500 or so.  If you are willing to consider imports, you can get a brand new 1 1/2 HP 20" import for $500 or so.
