That there is one big job to get running again.
My guess is machining is needed, first off.
Figure a few grand for that, minimum, depending on why they took it all 
apart like that. Could be lots more, of course, if major parts are 
missing.
When Russ Jacque installed his 750lb self contained, he put well over 
10 grand into the footings.
50hp compressor, I would guess. Be nice to have a rotary for something 
like this.

In its current condition, I am guessing a minimum of 15 to 20 grand 
cash to get it running, assuming you do not already own compressors of 
suitable size, and a complete machine shop yourself.
