I understand that there is a right side and a wrong side to put the
idler. If I remember right the idler should be on the powered side of
the belt rather than the slack side.

My tiller uses an idler as a clutch, it's on the slack side.

If you want to change the dynamics of the system, you could add a jack shaft
between the truck and the hammer.  Kind of like a one impliment line shaft,
two short belts instead of one long one.
