nearly any navy which has or had submarines has spent time
doing research and development into oxygen generators.
in the case of submarines you want the oxygen and discard the
hydrogen back to the ocean.

during the time i rode nuclear submarines the o2 generators
were replaced twice with newer models that were suppose to
be more efficient.

using electrolysis to break water apart into hydrogen and oxygen
is pretty standard. the laws of physics and chemistry under the
normal operating conditions hold. tanstaafl, there ain't no such
thing as a free lunch.

conservation of energy applies. you can not get out more energy
then was put in. i.e. energy cannot be created or destroyed.

current research into using water as a fuel is centered on
using plants and sunlight to break the water apart into hydrogen and
oxygen. which makes sense since that is what plants are extremely good
at. photosynthesis, using sunlight, water, and carbon dioxide and with 
the help of chlorophyll, creates sugars and oxygen.

general chemical equation is::
6 h20 + 6 C02 ---> c6h12o2 + 6 02

now unless this person has either discovered a new plant or genetically
engineered a new plant that produces a surplus of hydrogen i seriously
question his claims.

the current chic alternative fuel, ethanol, is made by using
the sugars produces by photosynthesis and yeast. however, energy,
most be expended to plant, cultivate, harvest, etc the crop that is
used to produce the ethanol. the trick here is to use ethanol as the
fuel up front to produce ethanol.

basically, it comes down to tanstaafl.
