The earth's temperature a few feet below the ground surface is relatively constant everywhere in the world (about 45 - 58 degrees F). Most areas consider the number to be 55 but their are cooler areas and warmer ones.
Local climate will affect ground temperature to about 4 feet. So grade to 4' will vary from outside temperature to your base temperature and will remain constant for some distance down from that. When you start talking about 100's of feet then the temperature goes up.
