Assuming that the wire & cable are in long pieces -- still on spools,
say -- my first thought would be to build stripper dies.  That would
likely need some experimentation but shouldn't be a gnarly problem.
Then start the wire through the die by hand stripping a few feet, give
it a couple-three wraps around some kind of ad hoc powered capstan --
a piece of 4" pipe connected to any kind of gear motor -- and just
wind it through.

Since you're scrapping the product, you don't care about any kind of
tidy wind-up mechanism.  Just hand-feed it into a barrel as it comes
off the capstan.

Iv'e never done this so this free advice is worth what you've paid for
it. Unless you try it and it works, of course.
