Sounds like a high-tech approach to what should be a simple problem.
Vegetable oil will go rancid and or "dry" (like paint) eventually. How
about mineral oil from the drug store. Won't hurt the dogs, but it may
loosen them up a bit...

Good thought! Our dogs drink anything that's wet. Fortunately, I
think that the donuts are not actually poisonous but instead release
enzymes which prevent the larvae from developing into mosquitos.
