It is possible, but unlikely, that you were sent hot rolled steel without
mill scale; unheard of might be the right phrase. Hot and cold rolled steel
do not bend in a similar fashion, so...

My last order of steel included 500' of 3/8 Hot rolled round. When it came,
instead of the hard mill scale that you usually get with hot rolled steel,
it was scale free and oily more like cold rolled steel. Did they send me the
wrong stuff, or is there a hot rolled process that leaves the steel clean? I
get hot rolled when available because it is usually cheeper and I'm going to
get it hot any way, so there is no reason to pay more for cold rolled steel.
