Darrell,
You are forgetting about the rather stiff codes on pool railing and gates,
which would apply to any entry gate for a yard with a swimming pool in the
absence of a primary fence around the pool area.

The railing specs apply to areas where you could fall if you fit through toe
openings. I don't think they apply to ground level fences and gates.
