Nope, it's normal for any set of rolls I've ever seen. 
You end up either hand finishing the start/stop flats, 
rolling an additional length and trimming the 
start/stop flats or rolling, weld, grind and reroll.

Which method is more cost effective will be determined 
by the job, maker, etc.
