Greetings from a lurker.
While I can not provide a concrete solution, I can throw out a few
possible solutions from the realm of Theorycraft:
Make a clutch system that transfers power when the load shaft is
rotating slower or equal to the power shaft, and disconnects when the
load starts rotating faster than the power. (See an engine starter or
gas powered hobby car's clutch for practical applications)
Alternately, modify your hammer's balance so there's a constant load
instead of assymetrical load.
