This looks to be precision ground drill rod. MSC sells decarb free 
rounds (not precision) for *far* less money:

$22 instead of $90, and MSC is a very good place to deal with. They will 
take credit cards, personal as opposed to company doesn't matter. 
Careful, they have lots of fun stuff.

If you want a larger quantity, I've bought several times from Crucible 
Steel. Their prices were a lot more reasonable than the specialty tool 
steel sellers I checked out. I don't know what their minimum is, but I 
remember at least one order that was about $75. You may have to dig a 
bit to find your local stocking point.
