To Flare, try using a large ball bearing, larger in diameter than the tubing, and cold-form the brass tube by tapping the ball bearing into the end you want flared. Should at least start a nice even circular flare. Cold-form because brass doesn't seem to do well hot-forging, although Marine Bronze works ok.
