My experience with propane bottles is this, go to local propane  supplier.  
They usually have a facility to hold bottle and remove  valve. The valves are 
worth something for scrap. They will usually do this for  you for the valve, in 
most cases I can get all the empty bottles I want. I won't  mess with one 
that has the valve installed, as you can never tell how much gas  is still in the 
bottle. With the valve removed you can fill with soapy water for  a few days, 
empty and then cut. I use a plasma cutter, but cutoff wheel will  work fine.
