I believe this works because of the static electricity moving from one end 
to the other, and thereby following inside the bulb.  I was always told that 
the flourescentswork by the electricity flowing in the gas inside them. 
This would maybe start the flow.  When I worked for a sign shop  as a kid, 
we used to put strips of aluminum along side each bulb, and I was told they 
were starters.  Something for the static electricity to follow and help 
start the bulb.  Now that I think of that, maybe that would help the cheap 
units start in colder shops?  Not sure.

Or ... sweep the lights -- I've got a shop with 4' units (2 & 4 bulbs) that
I scavenged from the university dump (a buck a pop with bulbs - not to
complain) -- on cold days (ok, it's Florida - anything under 60F), it's a
dark cave. A quick sweep with the floor broom along the bulbs pops them on
(though occassionally a quick dip of the broom in the slack tub is needed
for one particularly difficult unit).  Besides you can weird out visitor....
