A guy from our local electric coop stopped by yesterday to tell me that they
were running 3-phase down our road and they would be at the end of my
property cutting trees.  So 3-phase would be available in a couple months.
He didn't know what the connect fee would be.  While it would be nice to
have 3-phase I'm sure that getting hooked up isn't going to be cheep.  For
one thing my shop is about 200 yards from the road, thats a lot of wire,
plus new transformer, meter, and service pannel, it would probably still be
cheeper to run a phase converter.
