Grover,
I don't know enough about electronics to design such things, so I'll have to
take your word for it. For me things either have to be mechanical or
computer controled, and someone else would have to provide the computer
hardware for me to program. I think a computer would be over kill in this
situation.
Like usual we are over designing this project. Fun to think about, maybe
not so practical to implement.

Hall effect switch monitoring engine rpm. Run it to an op-amp with an
integrator. Run the output of the op-amp to a transistor which will apply
current to a solenoid in a linear manner. Easy design, but the tweaking
after installation would take some time.
