And why is FEMA not able to at least follow through on its commitments, 
whether or not we agree on what it should be doing?
Answer: (and this is the FEMA worker's point of view, not my personal 
opinion) Because the executive structure of FEMA is broken by nepotism, 
from top to bottom, to the point that almost everyone who is competent 
has either left or is planning to, out of sheer frustration.
The speed with which a proud and efficient agency has been transformed 
into something that resembles a red tape swamp in a banana republic has, 
I believe, set a record.
Nepotism in this case refers to appointments made to repay favors done, 
rather than as a result of competence.
We've all heard a few stories about this, but the magnitude of the 
problem for the dedicated employees is simply stunning.
