It is already happening to a degree in the IT business - companies are moving middle management jobs to India, because there are executives there who will work for much less than here.

Globalization is a trend that won't decrease until either the political situation is so unstable that no one will trust their national survival to work done in other countries, or until the oil starts running out.  Cheap transport is why goods can be made in China and sold here - if oil were $300 a barrel you'd see manufacturing growing here again.
