Stake plates I've seen have tapered holes. Can't say for sure about
that one but my guess would be that it's a swageblock. I have a
similar thing, larger, with a horn on each end and with legs cast
integral. Mine is certainly for swageblock-type tasks, not a
glorified stake plate. Interesting that the legs on the one on ebay
appear to be attached and less robust that they'd have to be if they
were cast intergral to the block.
