My weldpack has a white plastic washer.  The post that the spool unwinds
upon has a slot cut in it, sort of like a woodruffkey slot, but along the
entire length.  Then the white plastic washer (about 1/4" in thickness) has
a keyway that slides into the slot in the metal post.  This way the white
plastic washer keeps from spinning while the spool unwinds.  Then the wing
nut tightens up on the white plastic washer.

Go online and see if your manual is there, look at the picture and see if
you are missing the white plastic washer.

There should be an Allen head setscrew inside the spool axle on a Lincoln.
(It's really a tube threaded on the inside on the WeldPak-155 I have.)

The setscrew provides a stop for the spool retainer thumbscrew to adjust the
drag on the spool. It also keeps the spool thumbscrew from tightening itself
as the spool turns, dragging on it until it stalls the spool and you get one
of those wonderful burnbacks into the tip. :).

This is not well documented in the manual and it's easy to overlook.
