Then silver solder /silver braze is what you want.  The silver is the
wetting agent in the filler rod. Just tell the nice folk at the welding
store what you are looking for.  If you do a scarf joint it will be just
about as strong as you can do with the rod.

Of all things, I'm making a cupcake tree for  a pastry chef to be used in a 
restaurant (several if I get this prototype right)  The 1/8 rod will be the 
spike and the 3/32 will be a little flattened spiral joined to the spike for

the cupcake to rest on.
