For B/W you can't beat a laser - the printers are very cheap now. and the black cartridges aren't bad.

For color, though, it gets hard - I've had many ink jets and I hated them all.  I don't print a lot of color pictures and the ink kept drying out/clogging.  Some of them didn't recover even with a fresh cartridge.  So I gave up and bought a Konica-Minolta color laser (paid about $700 for it, now you can get the same thing for under $400, naturally!).  The cartridges aren't cheap, but they last a long time - like I say, I don't print a lot of color pictures - and the picture quality is pretty good.  The ink jets can do better, especially the ones with 6 or 9 inks (but talk about $$ for cartridges!)
