I think technically you are probably right.
I am making my fence, the one with 600 "scrolls" for a public place, so 
unfortunately it has to comply with the 4" sphere rule.
And initially I made some samples with a constant spacing  of 3 3/4". 
This may change, as I get into production- I have yet to make the 
actual scroll dies, so I may put at least some change in spacing into 
them, but from an efficient use of material viewpoint, I will probably 
go with constant spacing for the outer 1/2 or so of the spiral/scrolls.
I hate the 4" sphere rule.
