Yeah, I've been told that, too.  And once in a while I've had some
weird stuff, like a whole bunch of 3/8" round made with mis-aligned
rolls so that it had a bit of a rib on both sides and half or 3/4 turn
of twist to the linear foot. (I treated it as ready-made stock for
low-priced stove and fireplace pokers.)

But as a rule, my supply of hot rolled had been remarkably on
dimension.

Except, of course, for the sheared stock I was griping about.
