The past few years I have bought "Cowboy Charcoal" in 40-50-lb bags at 
Menards. The charcoal is all scrap cuts of dimensional lumber. So I 
guess someone has access to free wood and is making a buck. I use the 
charcoal for grilling meat. It's good for steaks. The fire doesn't last 
as long as briquets.
