What you are looking for is a "steel rule die". These are commonly used
for cutting cardboard, leather, and rubber parts. They can also cut thin
soft metal parts. You can have the die made or just buy the steel rule
die stock from a die maker. The die stock is made in a verity of
thicknesses and widths and in a few different types of cutting edges.
The dies are usually used in a clicker press, but can also be used in an
arbor press or punch press if the die is small enough. Some steel rule
dies are held in a plywood die board. Other dies are brazed to a steel
carrier and some just have a few flat cross bars welded in to hold the
shape.
Some material can be cut stacked, but I think aluminum would have to be
cut one thickness at a time. In a pinch, you could make a die from some
old band saw blade stock or hack saw blades that were annealed first.
