Mark,
My house is covered with asbestos siding, put on in '57 and under 
several coats of good paint. I had it powerwashed before repainting 
recently, and there were no places where the original surface was exposed.
The painter that did the job was not worried about his sons doing the 
power washing as long as the shingles were covered well with "stable 
paint" as he put it.  Old hard paint.
