Make it- Forge to near net, by taking a piece of round bar the larger 
diameter, and forge down the two ends to a bit oversize- then ideally 
turn it down in a lathe, but you could easily enough just hand size it 
by turning it by hand as you hold it up against a belt or disc sander, 
then thread the ends. If it has to be Grade 8, use something like O1 
drill rod from MSC, then harden.
Alternate technique- use all thread, and use a piece of mechanical 
tubing for the center section. Tig braze a few small spots to keep the 
center bushing in place, or use JB weld.
