A Roper Whitney No. 8 is a hand punch- kind of like a big paper punch. 
It is listed as being 25 1/2" long, Rated at 5 tons, and will  punch up 
to  a  1/2" diameter round hole.
WA Whitney may have made a punch called a No. 8- but if they did, I 
cant find it in any of my catalogs. And their punches were numbered 
with the lowest number, a no. 1, being the most powerful of their hand 
punches, so a No. 8 WA Whitney would be something like a 2 ton, 1/4" 
punch.

WA Whitney is still in business as well as Roper Whitney, both have 
websites, and both will sell replacement punches, although not cheap. I 
have a big WA Whitney floor model punch, a No. 94, which has a 24" 
throat, and I have been able to get punches and dies for it, as well as 
replacement parts, direct from WA Whitney.
