I have a bunch of these salvaged from shipyards over in Perth Amboy. 
Some are definitely tool steel (most), but I have several that are 
wrought iron.  Given the pounding they take, I would make them of 
something like 1040 and HT for max. toughness.  They don't have to be 
very hard, but they should be able to take a good pounding.  The wrought 
iron samples I have seem to have stood up well to use.

There are a bazillion of them in Perth Amboy, but most of them are 
driven hard into shoring blocks (they sit under the keel of a ship in 
drydock) and I've not found it worth the effort to try and salvage.
