Dear Robert,
Absolutely correct ! *forming* bends such as pre-shaping collars can be 
done very easily and effectively, even in a cheap chinese arbor 
press... even with pretty thick stock , when I said forging I meant 
actual hot deformation, such as tapering the ends of bars, and 
upsetting rivets by the thousands, which I did in my cheap chinese 
arbor press before I had even thought of building a power hammer... I 
do have some video of me forming superheater clamps for the 
locomotives, pretty much just as you would do your collars, but with a 
hard "clunk" at the bottom...
