	Also, in some states, the companies are allowed to arbitrarily drop the 
"worst" 10% of risks.  Notice that there is no loss threshold in terms 
of $.  So even if a company sustains even very low costs due to losses, 
they can still drop "the worst" of that.  It's legitimized crime and it 
should be stopped, but I don't think folks here have the attention span 
or the nerve to do what it would take to stop them.
