One way of dealing with the current cost of steel appears to be the good  ol' 
volume discount technique. Today I picked up an order of 1532 pounds of  
mainly smallish bar stock and paid $859 for it. That's about .56/pound. I got  the 
price because I piggy-backed with a friends $12,332 order. They even bundled  
and invoiced my pile separately. I suspect that is a really significant 
savings  and worth it even if you have to go through some admin and transportation 
effort  to get it. I was even able to carry the entire load home on my 
middle-aged  Ranger without a rack or spring collapse or a police pullover. All in 
all, a  very good day.
