Steve,

The 4 horizontal rods move back and forth as the contraption rotates around
the center of axis of the plates the rods pass through.

The vertical rods move up and down in sequence with the horizontal rod
they're attached to, imparting rotation 90*.  The plates are slip/sleeves
that hold the rods in orientation to each other through the cycle.

Can't really see a functional use as it seems there'd be a lot of friction
and tendency to go wooperjaw.
