Pamphlet.  The BSA website is _www.scouting.org_ (http://www.scouting.org) 
This Merit badge has four options of requirements; Sheet Metal / Tinsmith,  
Silversmith, Founder, Blacksmith.  If you live in a city you may be near a  
Scout Shop that probably has this pamphlet in stock.
