I seem to have misplaced the original message on this topic, but thought 
that I would point out something else that will cause 'surface rust' on 
stainless steel.
If you have used a wire wheel that is carbon steel or a stainless steel 
wire wheel that has been used on carbon steel, you will transfer enough 
iron to the surface to cause rusting of the transfered particles. In 
this case re cleaning with a stainless steel brush may not remove all 
the contamination, and a pickle to remove the free iron may help.
